I do not understand … Help?

Its supposed to name just what the identity or equality is propery. Are my answers correct? 16. substitution property of equality: if a = b, then one may be replaced by b in any expression seen at 18, 19 and 20 pm – is a property that says that a lower figure itself is zero? (Used in 18 and 19) or a property that says that a number divided by itself is always one?
